AGAP applies fuel surcharges, which are updated every month. A fuel surcharge is applicable for all municipal services, national and international offered by AGAP. It is added to the price of the service carried out by AGAP. The fee is determined on the basis of the average market price of diesel and aviation fuel, and a fixed percentage is multiplied by the price of the service carried out by AGAP. Due to its specific character it is calculated according to different formulas for road and air services. Because fuel prices are subject to change, the fee is adjusted up or down every month, and its level (as a percentage) is given one month in advance.
The amount of fuel surcharge for road services – applies to municipal and domestic shipments:
- February – 16,5%
- January – 17%
- December 2018 – 17%

- fuel surcharge in line with the current fuel price fluctuation index
The formula for calculating the fuel surcharge for road services
AGAP applies variable fuel charges depending on fluctuations in fuel prices.
AGAP applies variable fuel charges depending on fluctuations in fuel prices. The formula used for calculating by AGAP is based on the average retail price for road services. It reflects the average retail price of diesel on the Polish market in a given month. It is calculated as the arithmetic average of the weighted average retail price of diesel fuel in a given month, including all taxes and fees (excise tax, fuel charge and VAT) applicable in the domestic market on a specific day of the week. The index is expressed in PLN per 1000 l.
The weighted average price is calculated based on the average retail prices in force at individual operators with the highest market share of retail sales of diesel fuel, i.e. PKN Orlen, private fuel stations, Western corporations and Lotus Group. The weight is the share of each operator in the market.
AGAP reserves the right to change the method and the methodology for calculating the fuel surcharge.
